Social care institution Lidman
The building is situated in the location of the Institute for Social Care in Lidmaň. It replaced a previously existing building, which did not comply with the present construction, operational, sanitary, fire and esthetical demands anymore. The new building is a passive house built out of traditional brick materials with insulated folder. The building serves for accommodation of the clients of the Institute for Social Care, Lidmaň. The construction began in July 2012 and was completed in October 2013. Technologies and measures installed aim at reaching energy savings and lowering energy demands of the future building.

The investment has been carried out by the Vysocina Region The demonstration building, constructed within this investment, is owned by the Vysocina Region and used by the Social Care Institution Lidman (an allowance organisation established by the Vysocina Region).
The pilot investment consisted in construction of a new low-energy building, in order to replace an old building that no more complies with current standards. The investment location is situated in the western part of the Vysocina Region. Address of the investment implementation:

Impact, results and experience

Considering that the investment is locally concentrated on one spot, the primarily most visible impact becomes evident via reduction of energy demands, that results in lowering financial costs of the building operation, and via better living conditions and higher comfort for the Social Care Institution´s clients, leading to an increase in their satisfaction and balance.
The investment clearly demonstrates that the regional decision makers continuously deepen their engagement and commitment in the field of energy issues. The investment further extends the regional experience and know-how in this field, setting an example of energy-aware government. In wider context, the demonstrative character of the building represents an example of good practice in application of passive/low energy standards when constructing or renovating buildings. Through the investment, a model role is provided for other buildings both in the Vysocina Region and outside it, an example that can be followed both in public and in private sector. The demonstration building, through its media and political promotion, contributes to raising general awareness about energy efficiency and renewable energy sources issues, with a view to mainstream principles of sustainable construction, having no harmful impacts on environment, in the long run.
Transnationally, at the project level, the lessons learnt during the investment process contribute to further improvement of the CEC5 andCESBA standards from the point of view of their feasibility and practical applicability. The gained experience is shared on and offered to the rest of the partnership as well as to all interested subjects to observe and learn how energy efficiency and sustainability can be dealt with.
Transnational added value
The transnational added value is related to transnational transfer of experience and know-how in the field of methods and approaches to construction of passive/low energy buildings in the public sector, highlighting use and applicability of the most up-to-date technologies and renewable energy sources. In the investment process, transnationally accepted principles together with standards developed by the project were employed, supported by modern technologies and construction materials. The focus on efficient and energy-efficient solutions makes it possible that the building operation consumes the energy in an efficient way and thus contributes to global climate protection.
Together with other pilot investments within the project, the demonstration building and experience gained in the construction process aim at developing and spreading innovative solutions and good practice towards energy efficient and sustainable construction in the public sector, while providing possible support and experience to pilot investments that have not been completed yet. It shows that not only conventional buildings can be constructed in an energy efficient and sustainable way: these criteria can also be respected in specific types of buildings, such as facilities for handicapped or disabled people, where users have specific needs and their lives follow a specific regime.
How sustainability is ensured
Sustainability of the pilot investment is ensured both by the investor and by the building final user. From legal point of view, the Social Care Institution Lidman is an allowance organisation established by the Vysocina Region. In the Czech Republic, in compliance with valid legislation, allowance organisations establishment is one of the possibilities how the state, region or municipality can fulfil their mission of public service/public interest.
The new building constructed is in the property of the Vysocina Region. The region, as a founder of the Social Care Institution Lidman, is competent to decide in the field of public budget spending for the purpose of operation, maintenance and care for the institution´s buildings, and will continue doing so after the project implementation is finished.
